I tried numerous times and hit a plateau despite doing the best I could with the means available to me. And then I had to cut back on my spending serverly so eating regularly in a healthy manner just became too expensive. Also fridge space is always next to none because of circumstances out of my control

Kind of. The motherboard and/or user gets to decide the power limits. The K just means it's unlocked for overclocking and pl1/boost time limit should be off by default, and the F means no igpu. They def set a low power limit with that form factor though, wouldn't even be surprised if it's capped at pl2 = 65W.
