He's experiencing some issues with the PC at home that we haven't been able to replicate at the store, and I'm trying to determine if the 660W rating is total output among all outlets, or if that only applies to the battery-powered outlets

I'd just approach that by logging voltages and power draw and then running either OCCT power test or furmark+p95 while using their backup at home, if it's something to do with voltage droop or running into a power problem, you'd be able to see it in the logs
But you might be able to find the answer to that by consulting the specific manual for the model of the backup

Last time, we reloaded Windows and all the drivers for him, and he got it back fully working for a short time, then started having more problems. Could be one of his peripherals. Something funky is going on here.

this is a line interactive UPS, which means they do not go through any power conditioning or battery power while it is on the grid, so it should be the same as plugging it directly in the wall
if something is failing (mainly the contactor to switch between grid and battery), it might have some dirty power issues which can cause instability
if they plug directly into the wall and the issues is still happening, it's likely to do with their power
and to solve that, they'll need a power conditioner
or an online ups (but those are generally more expensive)
i would recommend an eaton lc1800 or something for a power conditioner for a pc

Unless it's something really convoluted like it's causing voltage droop on only the 5v or 3.3v rails which isn't affecting anything else but the specific Ethernet chip is using that rail
