it is also cost, yes. the memory subsystem is pretty huge, and after you get the base necessities scales up mostly linearly (no gains with scaling upwards). also I/O barely scales with updated silicon processes, so you end up with a greater % of die area being used up by your memory controllers and so on even as per mm^2 prices shoot up
