Kinda sorta, It's more to do with other processes not being programmed well to unload VRAM usage with the Windows DWM service. Like that is why Discord is so bad, during certain streaming stuff (I think it's screen sharing?) it uses DWM service, but after streaming it doesnt unload everything. Restarting Discord wont do anything. You have to restart the DWM service (through TM or restart) to actually unload the VRAM Discord initially loaded up

Which dynamically changes the bitrate to match the picture quality you specify with a number
