Vega was experimenting with advanced memory technology on consumer, following AMD's joint development of HBM on... was it the 300 series cards? whereas RDNA 4 is much more of a "keep it simple, stupid" architecture where they've essentially just de-chiplet-ed RDNA 3, made the shaders much better, and beefed up their acceleration
