Also try removing the GPU & connecting the display straight to the board if you can. And check your BIOS it might be outdated for the 12700K.

Other then that if we can't get USB power on to try a BIOS update unles your board has an online BIOS update function I don't know another way to do it.
Unless you put the BIOS file on the SSD & updated it through that since that runs on PCI-e

I'm running down the list of al the things that could possibly cause dead USB ports.
I checked the interwebs to confirm what I thought but I already knew what it told me.
Dead USB ports is bad, that's why I was instantly like motherboard...
Like if you can't even get into BIOS to try a USB bios update that's bad.
Bare minimum is we gotta get it into BIOS at the least.

No shot two board are both dead so if it's still dead we need to try something else but again dead USB usually points to a motherboard problem since USB runs off the motherboard traces & power distribution when not in windows. The CPU has some control but the thing is you can power up a board & it's usbs with no CPU at all & it will give an error code saying there's no cpu. lmao
So that pretty much eliminates the CPU as an issue for me & if the PSU is on & working and it does boot on but no USB power then that tells me the PSU is working as well.

I only know you can boot into BIOS without a CPU because the BIOS is it's own software & system seperate from the rest of the system. They really only "link" if you will once you have a OS installed.
