You wont notice a difference with those primary timings, It's likely one of two things, different memory ICs (the actual memory chiplets on the memory PCB) or different binning of the ICs. It wont make much of a difference unless your tuning your memory (actually changing the like 20+ timings settings for memory), sometimes it wont make any even if you are tuning your memory.

I have been using it

i've been getting random bsods at intel default settings with xmp lol

well I have a 13600K that's proven borked & a 13900KS that I've beat up so hard there's no way it's still fine

both of which I delidded & can't RMA lmao

but there's so many things to potentially blame
