Screens black could be driver issue or Windows error, among other hardware related issues. But since you've reset windows just make sure the latest driver for your GPU is installed. After this you will need to start using the process of elimination to find the part that's causing error.

The fans getting loud is fairly normal, most GPU's do this to finish cooling off after a load. GPU's sitting with heat without cooling off isn't great.

Like you wouldn't want to be playing oh IDK Black Ops 6 for 2 hours with a hot GPU & just shut the PC off.

The GPU should cool itself off before turning the PC off.

You can, but better to let it cool down.

Correct analogy, however if you shut the fans off it will be soaking in that heat for longer than it needs to. Will it hurt it? Prob not, is it better to let the fans cool it off before turning the PC off, yes.
