I see. You could try removing the GPU & using the CPU's iGPU temporarily. I think the issue is PSU related tho
how we do that
take the PSU out, disconnect everything

before you reconnect the PSU to wall power
take a paperclip and short those two pins together
make sure the clip part it on top like that
do i disconnect every cable connected to the psu or just the 24
disconnect everything else
only the 24-pin's two connections should be connected to the PSU
& after you short it like that (4th & 5th pin on the top--again, check that the clip is on top), reconnect wall power & when you turn on the PSU switch on the back it should start spinning the PSU's fan

shorting cmos jumper wont make any visible changes; though you need to hold it for a few seconds, and make sure the pc is unplugged from the wall before doing so
just to make sure i’m i doing sum wrong when shortwiring
if it's easier, you can remove that battery next to it (CMOS Battery) entirely

try taking it out of the case; connect only the 24-pin & the 4+4 for CPU; put one RAM stick in the third slot from the CPU; & try to start it with the absolute bare minimum connected as possible
you can even take the NVMe off
no cooler
no fans, no front panel header, nothing
the CPU won't overheat or get damaged so no cooler
just to see if the board is capable of turning on at all

a good rule of thumb is cross pattern and roughly 2 turns then move to next screw

don't overtighten the screws either
me using a drill to fasten down my CPU because I'm impatient
I def use a drill on the fan screws. Aint nobody got time or wrist strength for that.
What I usually do is tighten until they start giving resistance then stop
some coolers maybe yeah. But some have the springs so you start getting resistance before they are tightened enough
