The only "I don't have enough PCIe lanes" bottleneck I've encountered was on a B350 motherboard that had my Ryzen 1600 paired with it. I think that's only 24 lanes iirc. I had a 2080 Super and an NVMe SSD (so like, 20 lanes already taken up). I think at an absolute minimum, GPUs need like 8 PCIe lanes, so adding a second GPU was already out the question given that it would've had only 4 lanes to work with
