LLC is basically correcting the voltage drop when a power load exists (ex [random numbers, prolly not realistic]: 300w load will make 1.2v drop down to 1.1v). LLC however has some delay. So if power load is high and then the power suddenly drops cuz no CPU load, LLC will be pumping voltage for a small period of time before it realizes there is no power load (using same numbers as before [plus more unrealistic math and stuff]: 1.2v drops down to 1.1v and LLC corrects back to 1.2v, then no load exists so it becomes 1.2v plus the 0.1v LLC, which gets to 1.3v).
