it would depend on which fans they are. If you can trace them to see if it is a case fan or cpu fan that would help. My guess would be case fan since you have a cpu fan plugged in already

Well I'm starting to get at a loss here, only thing I can think of rn is trying a different outlet since I am seeing no signs of life. That or trying to boot with only 1 stick on ram in 2nd slot but even if it was wrongly configured it should at least briefly turn on
