There is only one outlet that is exempt. That's a 3 prong dryer outlet. They use two 110v lines with a neutral (not to be used as a ground).
If the house was built after 1996 it is illegal to have a 3 prong dryer outlet.
If built prior to 1996 then it's grandfathered in, however if you ever take it out, it's illegal to put it back in.

but also check your vent. Usually they bend the cover only part way to help air flow through the house better. If you open it up all the way it can help a bit

Yeah, its unfortunate. I can power limit my card and gain a ton of efficiency on the higher power tasks, but the idle is what really adds up over time

redoing insulation is a project and the only thing I can think of that would make it better, unless your house is just really old, is to switch insulation with spray foam. But that's pricey, and unlikely to solve your issue by much.
