Intel "safe" settings so that their CPU won't be considered faulty. Problem is that the performance reduction is significant as benchmarked by people like hardware unboxed. Intel pushed these CPUs too far into instability that most LGA 1700 motherboards apply high ass voltages by DEFAULT. That alone already degrades the chip little by little.
