Step 1 usually is to just reinstall windows because usually prebuilts have bloatware on it that you probably don't want

Especially if it has McAfee or such

Next is checking to make sure that your ram is running at the right clock speeds

If you're doing it as a semi professional hobby, then maybe a bit on the lower end for a full setup, but still fine
If you're doing it professionally, then the full setup would cost more

While the tower is multi use, the peripherals are not as much

E.g. colour accurate monitors or hdr mastering monitors aren't very good at gaming generally

Though there has been an increase in high refresh rate colour accurate monitors

For audio mastering though, that can usually be used for gaming

it really depends on what you aim to do with it. depending on the used market you could probably get a full setup for around 600-1000usd. there are many older camera bodies you can find used from manufacturers like canon for 400usd ish. A starter lens you can get for 200-500 depending on if you want a prime, zoom, etc. tripod im not sure though all of mine are anywhere between 40-400usd
