Worst case scenario, it's a hardware fault, but I'd make sure everything is up to date (drivers, etc.). Make sure your game's settings are tuned properly, especially same with the Radeon drivers. If that doesn't work, time to reinstall Windows lol. I think if even that doesn't work, it's probably a hardware issue at that point

if you do OC, try to do it based on how many cores are in use not just all-core OC
