The average consumer does not get a CPU that outputs enough heat for an AIO to be worthwhile in terms of performance. Good dual tower air coolers and AIOs have pretty similar noise normalized performance however AIOs have an easier time brute forcing performance at the cost of noise.

Please look at these charts for reference. Something like the Thermalright Phantom Spirit can handle a 200w load. That is a 14600k or lower or a 7900X or lower.
You can also see that the AIOs in that chart are barely perfing any better than the good air coolers in noise normalized performance. With the 13700k only being able to boost a few watts higher in noise normalized tests. That means very, very little performance increases.

Cooling performance is dictated by how much wattage a component can use (Which depends on power limit of the component, temperatures of component and the power delivery system to the component, firmware/BIOS settings for the component, silicon lottery for automatic boosting/"overclocking"). If the component can use more power then that is because the cooler is performing better. In the first image there are plenty of air coolers and liquid coolers. All of which limit a 267w CPU to ~230w when a 38.2dBa noise limit is set, that also includes liquid coolers.

It’s just this is my first time ever building a pc so I’ve kept on researching since I don’t know how big the difference in performance between the water and air coolers is. Just realized I was posting in the wrong channel lol. Hoping someone has some ideas. Using Gigabyte B650 Elite ATX, 7800x3d, Corsair RAM. DRAM red light is on. Tried every possible RAM configurationg (although slots 2 and 4 are recommended), flashed stable BIOS multiple times with everything unplugged, did CMOS clear by removing battery, still nothing. Anyone have any ideas?
