if I try to turn it on, it'll act like there's a short, fans spin for a fraction of a second before the PSU clicks and turns off

but if I hook the PSU up to a PSU tester it powers on just fine

and then if I plug the 24 pin back into the mobo after using the PSU tester then the whole PC boots up and works fine

all stress tests perfectly stable

then if I turn it off and try to turn it back on it goes back to not turning on
