PC acts like there's a short when powering on, but if I unplug the 24 pin, hook it up to a PSU tester, turn it on and off, then plug 24 pin back into mobo quickly, PC boots up perfectly fine and is 100% stable

Just as a note, you usually dont need the best of the best for a beginner. You rarely need to compile no more than some of the basic stuff, as in you dont usually need to compile the engine itself. Only time I've seen devs do that for post secondary projects was for multiplayer in Unreal Engine 5. I've seen a lot of people get past with crabby laptops in post secondary. Modelling is basically the same, it isnt that harsh on CPU or GPU. Usually it's only rendering or shadowmap baking that is the harsh part.
That said, better PC does help waste less time for compiling and such. But you'll only really notice it after you get a job at a large-ish company.

I think I fixed my issue...
I rearranged my closet and moved the AC to blow more towards the front of the closet so the cold air would fall down towards the server intake. Alternated the HD's so that the pools weren't all grouped together and spaced out as much as possible. then taped up the HD trays that don't have any drives in them to force air through the populated trays
