For the Newegg shuffle you have to just keep at it. I probably entered for a couple months before getting a card, many have been entering longer and no dice

That's a tier C, the low end system range. I wouldn't trust it with any 3090. Best case it shuts off frequently under transient load, worst case it dies completely.
