That's normal

If it bugs you go to the nvidia control panel and set the power management mode to prefer max performance

It'll use more power with that setting on but it won't go to the lower clocks. You can also set it so it only does this for certain games.

BUT.... ive tried to put my 1080ti back in because the temp psu i was using barely support the 1050ti i have that is spare and it seems that my 1080ti has died at the same time as when my psu died, i plugged it in and within minutes it was red hot to touch, my pc would just keep restarting itself and and maybe every 1 in 5 times something would briefly appear on my screen before restarting again
