Question, is it normal that the SC would work when paired with an FX-8350 and AM3+ motherboard, and in the exact same hardware config the SSC does not. But when I pair the SSC with a Ryzen 5 1600-AF and B450 board it works perfectly fine.

Status update I was stupid and didn't realize I had cleared cmos and frequency was back at auto and running at 2333, did find the higher voltage decreased stability at anything above base frequency. Looks like I've managed to get 3333Mhz to be stable though at the base 1.35V

I believe you mean Scalable Link Interface here. SLI is actually kind of irrelevant here since this not a graphics processing task such as games or other such forms of image rendering. What we need in deep learning is multi-GPU processing. Here, in Tensorflow, for example, we can decide how to distribute computing across multiple GPU devices. We can use Tensorflow to see how many GPU devices we have.

Also, whichever slot the Riser cable goes to you'll need to manually set it to Gen 3 speed since the riser cables are gen 3

Gen 3 cables with gen 4 slots and GPU's don't play nice

Shouldn't affect speed or anything though, GPU's don't currently use Gen 4 speeds anyway

Not a fan of EVGA PSU's, they don't hold up well under full load all the time. They also don't handle transients well
