If you're using a motherboard 4.0 with a PCIE riser that's 3.0 you can change the setting on your bios to 3.0 and it will work.

Pretty much, I guess for bedrock edition or the one from the Windows Store for RTX the choice is obvious. But even then I've heard the pathtracing shaderpack for the Java version arguably looks better and performs better too

It may struggle a little bit to get 144 in that resolution. It will depend on the game you play. For more GPU intensive games you should get those frames, np. But for more CPU bound games not so much.
