Best Buy doesn't use captcha, but a different system. Basically, you hit add to card, then you wait, then hit add to cart again. It's their way of fighting bots, and making sure customers who actually want the card, get it.
As for eBay.
"Paper" means it's fake. It's not a real GPU.
It's a deterrent by making it harder for "buyers" to find "scalper products".
