It would seem backwards to me, normally the PSU kills other components. Since the PSU is designed to handle much higher currents than many of the components inside your PC it would have to be doing something truly crazy

I suppose if a PSU was already on it's way out and the 12v rail just melted when the GPU had a spike in power draw, but these things are built with so much safety and over-current protection in it would seem very unlikely.
