Perhaps I'll glance at 6950 reviews, but yea that moderate $300 increase is quite a bit. Even if I was better off w/ money. All the fastest cards per gen have a much worse bang for buck than the 2nd or 3rd fastest.

my cpu is push/pull at top. I wouldn't be able to do push pull front or side as that would make it where either my front or side fans would be blocked.
with a push/pull config, it would stick out really far in front of either set of fans

2 of the antec controllers are being used for pwm/argb while the 3rd is only for argb. the corsair one that came with case is being used for pwm as it doesn't have argb
corsair has 6 headers so that knocks out my aio push/pull. then I use 2 of the other controllers (1 for side fans + rear exhaust and 1 for the front fans)

Hey guys I need some help with my new build. First time using a discrete graphics card.
The consists of : Gigabyte B550 Aorus pro v2 AMD 6600xt R5 3600x The problem is that when I enlarge a video, like going to full screen on youtube everything is very fuzzy for a few seconds and it's bugging the crap out of me. I've watched some tutorials on how to set up the gpu but this problem persists. Any ideas?

yeah but the decision will fall on the user itself, a 2080s could work fine for 10 years if you plan to play something like doom for the next 10 years, if he have the "itch" for aaa modern games (like in 4 years) then he will have the urge to upgrade in 4 years, but i digress
speaking of course max settings xD, on low/med setting that 2080s could withstand 10 years without major issues (i guess)

6700 xt is good indeed but dlss and the rtx performance is better for Nvidia cards mostly I prefer Nvidia I curently have a 3060 ti

Power spikes? Lower res could help you get lower spikes because you're stressing the GPU less but don't expect enormous differences
It depends more on the games played. If they're heavily hitting both the GPU and CPU it's more likely to trigger.
Frame rate limiting and lowering detail can help too
