I think neither of them are in the total right here.
Jayce saw the visions shown to him by the core, where the people healed by viktor were twisted into machine-like creatures, and he was trapped in a place that I think just genuinely would break anyone's brain just because of how eldritch it is - so it's little wonder he'd want to destroy it. However, who's to say that the memories/visions the rune showed him were true? Like Viktor said, he felt there was another 'presence' with Jayce. What if that presence was fueling his mind? Jayce is a victim in a way, even though his actions are very destructive.
In contrast, Viktor is a victim in a way as well. He didn't really ask to be turned into this hextech/human hybrid and he genuinely wants to help people. However, I don't think he's even begun to scratch the surface of what his abilities give him control over. He's like a child exploring a tiny corner of a massive sandbox that has unimaginable perils because magic can be very, very dangerous, and viktor isn't a mage; he wasn't born with the abilities and he's only just starting to figure out how to control them. Those abilities he has may have byproducts that even he isn't aware of (I think one of them turning people into an almost hive-like minded commune, like when he died they kinda went into a catatonic state). Viktor doesn't want to hurt people, but when does the line get crossed when you're working with something that is so totally beyond you?
I think both characters have done good and bad things, and that's the cool part ab arcane - no one is totally in black or white in regards to heroics or villainy.

Singed should have died in that explosion with vander, but singed could totally still be alive but massively injured, everyone believes him dead and he takes advantage by starting to work alone on his experiments. The explosion probably emaciated him, which marks the beginning of him experimenting on himself, but first he uses Vanders corpse to perform experiments, bringing him back to life in the process albeit much less human and with very little subconscious
Warwicks lore says that singed experimented on him but it never mentions wether singed started before or after modifying his own body
