You dont really leave lane before Level 5
Once you crash your wave into the enemy tower you can take scuttle if you dont need the reset
You can also proxy before objectives spawn
So you can easily join the drag fight without losing anything

You only rotate when there's nothing to do on your lane:
If you're playing supp, you need to secure that your adc have already or backed and you don't need to back or your adc can farm waves alone/already push the wave but you can't get plates
Most rotation of supp is: Put vision, go with your jungle and gank with him or maybe try to gank a lane (Mid, top is way more dependent of your champ and bot situation)
