And technically you can jungle with any champ

But your gonna be so much less effective if your champ doesn't have a good clear speed

Clear sucks against camps with multiple monsters because you have no aoe, so if you want to make him work you go like redbuff bluebuff gromp and then gank- scutlle - gank

If you have no flash to gap close youre dead before reaching the enemy
