Icons are never available in the shop. You can get them from. Poro chests, wild pass gacha, orange essence for specific ones, events, or occasionally from the shop individually or from a bundle
When I say they're not in the shop I mean long term.

Hard to say. Sometimes they have icon self select chests as event rewards. It may be in there.
But those chests don't typically have every single icon just seemingly random ones
