Ingenious hunter rune doesn't seem to be working for me can someone help me?

I've tested ingenious hunter rune with everything and it doesn't give me any ability haste with takedowns or items, idk if this is a glitch, or if I'm doing something wrong, can someone explain to me how this rune works

Ingenious hunter work for item cooldown like boots active. tear or guardian angel

it give 20 item ability haste at first and 4 more for each unique takedown up five times
Mean at max you get 40 item AH which is almost 28% item cooldown

Does it work for every item, or does it only work on only a few?,and with wich boots does it work with?

it should work with item that have cool down and when I said boots I meant enchants
