Gwen in top lane has more gold and experience after 2 mins(when first round of jg camps are cleared), meaning you scale safer and faster than jg gwen.
Meanwhile jg gwen focuses on map control aka ganking, obj, camps. If you lose early map control you scale way slower than laning gwen since u dont have exp and gold income.
Jg gwen can scale faster if the enemy team has worse macro/map control with ganks and invades
Basically one way to scale safer but less map control, other less safer with more map control
