Hello, I have a Macbook Pro 13-inch base model with 4GB of ram and a 120GB SSD. On High Sierra, it runs slowly and stutters when watching youtube. Opening up singular apps like chrome make the system very laggy with constant frame drops. I see tons of people having no issues with this model, is it possible that the ram or ssd is not running like it is supposed to? How would I check that?

Furthurmore in its current state without any upgrades, which OS would have the best experience with watching video/entertainment purposes?

^Here's a speed test of the SSD done through the Black Magic app.

Why not get at least of 8GB of RAM? I think 4GB is very low by today standards as web apps are getting more heavyweight.
Also, is your graphics acceleration working / patched?

I have the 7,1 with 16GB of 1067MHz DDR3 RAM. You can usually double the Apple spec'd amount of RAM. Am currently moving to a 2TB SSD from a 1TB HDD. Runs great on Mojave and Catalina.

Using DosDude1s' Patcher for Mojave and Catalina. I'd really rather use Opencore Legacy Projects' EFI Patcher. But they don't support 10.14 and 10.15. Although I did get one version to work, I forget which one. They have so many now. I have the 7,1 and a MacPro 3,1 running the same and nicely.
