Idk about that, I was able to plant 2 black rose and 2 gold rose plant on another players Island before, Unless they removed that when 3.0 came out.

The shovel is correct! We can't dig up things on another players island unless your best friends But you are allowed to plant stuff!
Like you said, you don't need Shovels to plant flowers. I've had other players come to my island and plant flowers as well that I was struggling to breed.

So flower planting is something anyone can do on anyone's island from what I've seen :D
