So local means someone is in the same room/house as you. It will not work if you are not "local" to each other. You need online mode and you need the online access through Nintendo.

Yeah after the campsite villager you’ll likely need to place more plots from Tom nook and then go to Nook islands through the airport; you can buy nook tickets at the residence services and you can find more villagers on those if you have the plots

To get to 3 stars I believe you need a minimum of 5 or 6 if I’m remembering right
