There's 3 reasons why it won't work:

• someone is on their nookphone
• someone has a menu open
• someone does not have Nintendo Online (its a seperate purchase)

Basically you need to stand completely still and do nothing while people try to fly over, do not talk to any villagers or open any menus or use the nookphone
