Okay, you definitely don't need two bridges or most of that other stuff.

The requirements are 200 nature points and 80 development points. The only other requirement is having 7 villagers. If you have seven villagers, just place a bunch of designs down as Easels or Mannequins and you can easily get 4 or 5 stars.(Also need to make sure you have 200 total trees/flowers. Both are worth the same amount. You can have 200 flowers and no trees and still get to 3 stars.) I accidentally got 5 stars a few days ago and I still only had one bridge at the time.
