You can buy nook miles tickets on the kiosk in resident services. Then you take them to the airport and tell Orville you wanna use them. It'll take you to a mystery island that you can scavenge for resources, and if you see a campfire that means a villager is there. Then if you talk to them enough times it prompts you to invite them to live at your island
