I can't guarantee that the spamming would work or your villager will not get rid of the sign but I have found giving furniture that the villagers already have can result in what they had before ending up in the recycling bin in resident services.
Like if the sign hangs on a wall, try crafting a different sign that hangs on walls and giving it to the villager. They may replace the one you want and put it in the recycling bin. Other wise you might get lucky if you find them at their work bench and they give you a DIY

Alright, try similar items. My villagers have gotten rid of things they put on their tables because I gave them other things to put on the tables. Again I can't guarantee that it will work but it's worth a shot,
