• make sure youre asking nook the right thing ("what should i do" wont get you there, explore the infrastructure options, if not there explore his other dialogue options)
• make sure you have three stars

not necessarily, but theres been a weird glitch since launch where from the 7th to 9th villager, the game can just get stuck and not want to give you more plots, and star rating sometimes unsticks it

honestly in a majority of those cases, people are just missing something obvious (usually choosing the wrong dialogue option or forgetting they already have the plots in the inventory) but occasionally it does actuallly get stuck

one of the things that worked for me a while ago was trading for a bunch of fruits that aren't native, then planting them into trees, then selling full inventories of non-native fruit to the Nooklings (definitely takes a while but is worth it)
