They'll have a dig spot to adjacent to the bamboo tree. You can dig them up with a shovel to collect them, hitting them with an axe will just get you some bamboo pieces which you can't replant but can use in DIY recipes and such
If you have NMTs, some mystery islands will take you to a bamboo island where you can dig up quite a few shoots
Apparently also if you buy at least one batch of turnips (10 turnips) from Daisy mae on Sundays she'll send you some in the mail the next day
