IIRC the month of time travel is to clear any cooldowns you might have, it's not really required as far as I know but can speed up the process. But the game might pick a villager to have a bubble who is doing some activity, making them not have the bubble on their head when you log on, and sometimes the bubble doesn't transfer to other villagers on the day-by-day time travel. sadly, like I said, it tends to be up to random chance and can sometimes be quite tedious
But as a tip, most villagers are usually outside around 1pm IIRC, which makes it a good time of day to time travel to
