apparently there are steps you need to unlock before you'll get the letter from Harv. As far as I know and people are figuring out is making sure you've already talked to Harv when he appears on your island, at least visiting him once on his island, and using his photo studio at least once

• At least one of each type of these items must have been donated to the museum: sea creature, insect, fossil, sculpture
  Then as the Resident Representative:
• Talk to Blathers, he'll say he plans to open a café and needs you to find Brewster the coffee specialist
• Go talk to Kapp'n on your pier to take a trip to one of his islands
• Brewster should be there on the island, talk to him about Blathers' project
• Go back to your island and tell Blathers you found Brewster
• The Museum will close the next day for renovations and should reopen the day after with the Roost available. Enjoy your freshly brewed coffee! ☕

I know I have at least part of the update installed, because it says 2.0 on the start screen and there are new things on my island like the tape deck and new things in the able sisters and Leif selling produce starts. But I have tried everything and I can't unlock cooking. I have already donated things to blathers, I have already had KK visit my island, I have a five star rating, I even turned off my switch and let it rest for like 20 minutes before turning it back on. Still no dice. I know you have to buy it from the nook terminal, but it's not appearing as an option at all. What am I doing wrong ? 🥺

How to MAKE BELLS, the SIMPLE Way:
