Game rolls for species first then personality. I think rarity among species is equal but since not all species have the same number of villagers chances for specific villagers will vary

mystery island prioritze species then villagers, so species with few villagers ; you should encounter an individual villager more often

for campsite it prioritizes the personalities you are missing on your island

no; you should encounter same amount of cat than cow for example
but an individual cow will reappear more often than an individual cat.

1/35 * 1/4 for tipper for example ; against 1/35 * 1/23 for Tangy

1 out of 35 average will be a cat or a cow. then the game rolls for a villager within that species

(not that these number are for if you have 6 villagers at least)

Will bamboo shoots appear around bamboo trees regularly, or is it only once after they've been planted? I have patterns aroubnd my bamboo which theoretically would block them, but I want some shoots for cooking so if I pull up the patterns will I be able to get shoots from my current bamboo or will I need to find a bamboo island at this point?

When looking at a DIY in your phone the bottom checkmark on the 'card' indicates you'd crafted it in the past, right? Is there any reason tha twouldn't appear? I'm working on crafting everything and notice a lot of fences without the checkmark despite the fact I have the fences in my storage/on my island, so clearly I crafted them in the past. What might have caused this? The only thing I can think is that possibly I had crafted them "in the future" during TTing, but I was under the impression TTing didn't mess up progress, so I'm confused. Any thoughts?

Correct, I'm the only one who uses my Switch/comes to my island.

I'm fine with just chalking it up to "Huh, that's weird" because now when I'm crafting it it's checking the mark, I just wanted to know what might have caused the issue in the first place. I'm thinking maybe it has something to do with time-traveling and crafting. I had done a lot of my island design/fence crafting while on a vacation where I had no connection to the internet and was time traveling a lot to work on my island design, so perhaps something weird happened between crafting, TTing, and not being able to back up to servers. Perhaps just a weird anomaly!

Yeah, they're a rarer spawn (also if you're in the US most islands are not able to spawn them time-wise right now since they only spawn at n9ight.) What I did was went to an island and cut down every tree and destroyed every flower other than palm trees to minimize the number of spawn nodes to try to force spawns of bugs on palm trees, but even then they are not common.
