Comfort Level is what improves the environment level!

Decorating, planting trees grass and flowers, and watering everything also improves the comfort level. Especially if they like certain things. Like having a lot of water and grass and trees around Squirtle makes Squirtle happy, and having a lot of lights makes venonat happy. It all goes into comfort level from what I've noticed. ||I just unlocked bleak beach, and just fixing the paths made my rank go up, so there definitely is decoration/improvement that goes into it||
