There seems to be an error in the tempura of the Sushi DLC. I have used the exact amount(also put the ice already)

but I still cannot make the tempura batter.

No matter what it will end up as a mixture

This makes it impossible for me to complete the order that requires tempura

Yeah I can reproduce it as well

It seems that the game does not recognize the resulting liquid as a proper tempura

#

I will create a ticket so we can plan on when to fix this bug

It does it with the tamagoyaki recipe on my save, too!!

the problem is that those recipes most likely say "mixture" and not "tempura mixture"
or "tamagoyaki mixture" thus it doesnt cook and for tamagoyaki it cannot be ladled in the pan with left click.
