Well, you contacted steam support right? They should have given you a ticket number for reference. If you can provide that to us, it will help us resolve the issue with Steam about why you didn't receive the DLC

@twilit sparrow try going through the steam support wizard but selecting the bottom option here (I've picked a random game for purposes of the example, you should obviously pick cooking simulator)
You should eventually get here and be able to contact steam support

To view your ticket ID, please visit the Steam Support page > Home > My Recent Help Requests.
Hover on the ticket you made and click on it. Within this tab, you will find the ticket number.
