Deathadder V3 Wired is significantly bigger than the Viper Mini and a very different shape. But it is the overall better mouse due to newer tech.

a new mouse would be more impactful than a new mouse pad. But you might want something with a more familiar shape 
Maybe like a Hitscan Hyperlight or Scyrox V6,

Web-based mouse software would probably be the best for security and privacy. Plenty of good mouse with web-based software now.

Yeah it's solid. But more like a basic. Tt does need cleaning once every few months

The sensor and buttons are better. But it's a significantly different shape that it'll probably mess up your aim until you get used to it.
The support for 8k polling honestly doesn't matter
