It might be a network error, that line of code is just setting the content headers.
That's probably why you're also unable to connect to Discord RPC.

Detach your Blueprint ID from the Pipeline Manager, and try to upload.

It's all good. I have no idea why it's marking that exact line of code when it has nothing to do with it.
Newer versions of the SDK upload from the editor without having to enter play mode, so if an error derives from VRCApi.cs, it usually has to do with the blueprint id being attached to another account. That's because users will sometimes forget to detach the blueprint id when exporting avatar packages.
