There is crowd control now for Ginzan Onsen. If not a resident, can only get in and out by scheduled buses. That said, it still a very popular onsen town. Generally not much to do except soak in the views and the time spent outside doing so depends on your tolerance for the snowy weather and for crowds. The ryokan rooms there are overpriced by my expectations (your mileage may vary).
But it seems to be a very beautiful sight at night I think.
